On April 9 & 10, 1993, the Native Hawaiian Advisory Council and the William S. Richardson School of Law conducted the 1993 Hawaiian Water Law Symposium at the law school on the campus of the University of Hawai'i at Manoa.

This symposium addressed legal, political and economic issues for the strategic planning of Hawaiian water rights. Three sessions held over the two days centered on the themes "Balance at Risk," "Search for Balance" and "Striking a Balance."

The speakers for the symposium included recognized experts in the field of water law and economics and advocates for Hawaiian rights.

Keynote speakers were
  • David Getches, Professor of Law, University of Colorado who spoke on "Water: Source of Life, Culture and Sovereignty;"
  • Timothy Wapato, former commissioner of the Administration for Native Americans who spoke on "Co-Management: The Implementation and Actualization of Sovereignty;"
  • Robert McKusick, Northwest Economic Associates whose talk was entitled "The Allocation of a Scarce Resource: A Balance of Values."
Also facilitating was James Anaya, Professor of Law, University of Iowa and lead counsel to the Western Shoshone National Council.
